Out of the box, create a new project -> Build.
I get the following:
c:\program files\codegear\rad studio\6.0\bin\dcc32.exe --no-config -B -Q -AWinTypes=Windows;WinProcs=Windows;DbiTypes=BDE;DbiProcs=BDE;DbiErrs=BDE -DDEBUG -K00400000 Project2.dpr
[DCC Fatal Error] Project2.dpr(1): F1027 Unit not found: 'System.pas' or binary equivalents (.dcu)
I set to Show Command Line with diagnostic verbosity and got:

I looked a few days on the internet without finding the solution.
  Now I tried this:
  Tools - Options - Library Win32 and after each ; I added a space.
  Rebooted Delphi and voila, it worked.
  Maybe it is a solution for you too.

I tried this and it worked:
  Tools - Options - Library Win 32
  Then addes a space after each ;
  Thats it.
