XE2 64-bit debugger unable to create process

When I start debugging a 64-bit application in XE2, the error message 'unable to create process' appears, debugging is not possible.
The development PC has Windows 7, 64 bit. Windows Firewall is disabled but F-Secure is running. It does not get better when I disable everything from F-secure.
I don't know what else to try to get it going, and welcome all suggestions.

  BTW: do you use XE2 Update 4 Kit?

I had the same configuration Win 7 / F-Secure / Firewall disabled as Arno
  complains....
  After installing the PA-Server I could debug any 64 bit Delphi apps... but
  not before.

OK, but that's not the normal procedure, so one should blame
    F-Secure.
    I for one prefer to code / fight against a clean OS rather than against

Thanks for the suggestions. Installing PA-Server did not help. I removed F-Secure and without F-Secure I had no problems debugging the 64-bit application. Then I installed F-Secure again, and the problem also re-appeared.

I solved this issue with this workaround:
    - create a link of BDS on desktop to run it.
    - right click on the link and select "Propertires" from menu.
    - click on "advanced" button of the "Shirtcut" tab.
    - flag the check "Run as administrator".
